Biography

Following studies of economics and Japanese in Trier (Germany), Worcester (Mass., USA) and Tokyo
(Japan), Christoph Hallier joined the German Federal Foreign Office in 1995. From 1997 to 1999 he
served in the International Energy Policy unit of the Foreign Office’s Economic Department. He was
then posted to the German Embassy in Tokyo where he covered Japanese domestic politics.

Back at headquarters in Berlin Christoph Hallier worked from 2002 to 2005 for the European
Correspondent on EU Foreign and Security Policy (CFSP) issues. He was then assigned to the German
Permanent Mission to the EU in Brussels where he served as Relex Counsellor. During the German
EU Presidency in the first semester of 2007, Christoph Hallier chaired the Relex working group. From
2008 to 2013, he further specialized in EU policies in the Foreign Office’s EU Department. As Deputy
Head of Division he dealt with EU economic and financial matters following the global financial crisis
of 2008. From 2011 to 2013 he was in responsible for coordinating instructions for the German EU
Ambassador in the Committee of Permanent Representatives (Coreper) in Brussels.

From 2013 to 2016 Christoph Hallier worked as Head of the Economic and Trade Department at the
German Embassy in Ankara (Turkey). Upon his return to Berlin in August 2016 he assumed the
position as Head of the Foreign Ministry’s Division for Arms Control, Nuclear Disarmament and Non-
Proliferation. In July 2020 he was assigned to his current position of deputy Head of Mission at the
German Embassy in Singapore.
